Do they significantly reduce resistance?

Or are they just for protection and visibility?

I am uncomfortable in goggles, but I wear them to work out because I don't want to be red-eyed all day. I would rather not race in them. I actually like the 'cocoon' feeling I get around my head without them. It helps me focus.

As far as slowing you down, it would be so small that a finger out of position is more . They ,IMHO, would make turns better & thus improve time.
It sounds as if you need to try more goggles to find some that fit better .

Yes and both.

Think of someone blowing hard in your eye...you'll want googles. Plus you'll need to be able to judge distance for turns.
