I feel bad for the parents, I really do. But I hate seeing these articles. The result sometimes is the community deciding to "solve this problem" by either outlawing swimming or requiring lifejackets.
I remember many years ago reading an article about a small city somewhere in the US. The city council noticed the increase in the numbers of drownings over the years. After some research, they realized that the schools used to teach swimming to kids from a very young age, but had stopped doing that several decades before.
The city decided to reintroduce mandatory swimming in the schools, and the accident rate went down to zero.
