As far as USPS and money woes go the cycling foray had nothing to do with it's current ailments. However, Congress forcing them to pre-fun the next 75 years of pensions under the Postal Accountability and Enhancement Act has essentially made them a black hole. No other public or private institution is forced to do this, they are paying for employees they have not even hired yet.
But yea the 40/120 triple damages suit is just showmanship for 'getting even'. $120M would cover about 45 days of USPS fleet fuel costs....swatting at gnats and swallowing camels.
Seems like a BS lawsuit to me. Sure, USPS can prove breach of contract and fraud. But none of that matters if there are no damages. I don't see how USPS is damaged. Indeed, at the time, it was the chief beneficiary of his fraud. And no one holds them in any lower esteem as a result of Armstrong's lies. He fooled most.
$40 million on the cycling team?? As punishment the USPS should require that he deliver mail on his bicycle for whatever amount of time they deem appropriate.

If they are doing their job then why did they not do their job when the original competitions took place? If you have to have a drug test to get a job why not have one to compete?

The description of the drug culture in cycling in the 90s (and still today? Who knows) was pretty chilling. "It was like eating team dinner."
